Hydro-Quebec to Purchase 2000 MW of New Wind Power.

In response to a tender call (Request for Proposals) issued on October 31, 2005, for Quebec-produced wind power, Hydro-Quebec has accepted 15 bids for a total of 2,004 MW. Deliveries of wind generated electricity will come on line in stages from 2011 to 2015 as the new wind farms are built and commissioned.

The projects will require capital outlays estimated at $5.5 billion, including $1.1 billion for transmission infrastructure. (Canadian and US dollars are roughly in parity.)

The average price offered by the winning bids is 10.5¢/kWh in total, broken down as follows: 8.7¢/kWh for the wind energy, 1.3¢/kWh for transmission, and an estimated 0.5¢/kWh for balancing service provided by Hydro-Quebec Production.

"We're very satisfied with the outcome announced today," said Thierry Vandal, President and Chief Executive Officer of Hydro-Quebec. "It ensures a supply of renewable energy at a highly competitive cost for wind power."

In accordance with a Quebec government regulation, all the winning bids met the following criteria:

--- At least 60 percent of the total cost of each wind farm will be incurred in Quebec, and

--- At least 30 percent of the cost of the wind turbines must be incurred in the regional county municipality of Matane and the administrative region of GaspÈsie–‘les-de-la-Madeleine.

 

The largest of the 15 new wind projects will be 350 MW, the smallest 66 MW.

The turbines will be supplied by Enercon (1050.5 MW) and REpower (954 MW). Both companies will build component production shops in the region to meet the local content criteria.

REpower’s CEO Per Hornung Pedersen said, “We are extremely delighted with this decision which shows Hydro-Quebec’s huge trust into our company as the exclusive deliverer of 2 MW turbines for the consortium. He adds: “Facilities in Quebec are going to be an integral part of REpower’s global supply chain and central in responding to our growing market share in the important North American market.”

The winning wind farm developers must obtain the required environmental and municipal permits before starting the work.

Hydro-Quebec is a crown corporation that provides electricity to Quebec, Canada and the northeastern parts of the United States. (5/5/08)
