Florida Public Service Commission (PSC) Approves 20-Year Progress Energy/BG&E Renewable Energy Contract.

The waste biomass energy plant is expected to avoid the need to burn nearly five million tons of coal over the life of the contract. The plant, to be built and operated by Biomass Gas & Electric Company (BG&E) Florida, will produce electricity using waste wood products such as yard trimmings, and tree bark and wood knots from paper mills, as fuel.

BG&E's advanced technology uses a two-step process. First, the woody biomass is superheated in an oxygen-free environment to produce a synthetic gas. The gas powers a turbine to generate electricity. Heat from that process is captured in a second system, called combined cycle, which uses the steam to run a generator and produce additional power thus increase overall efficiency.

From the North Florida plant BG&E will sell 75 megawatts of capacity and energy from the facility to Progress Energy for a term beginning June 1, 2011, through May 31, 2031. The facility is expected to generate enough electricity to power approximately 46,000 homes.

PSC Chairman Matthew M. Carter II said “Promoting the growth of renewable energy will create greater energy and economic security for Florida.”

The Florida PSC exercises regulatory authority over utilities in the areas of rate base/economic regulation; competitive market oversight; and monitors safety, reliability, and service.

Progress Energy, of Raleigh, North Carolina, has more than 21,000 megawatts of generation capacity. The company includes two major utilities that serve more than 3.1 million customers in the Carolinas and Florida.

Biomass Gas & Electric, of Norcross, Georgia is an energy company developing gas and electric plants utilizing renewable and environmentally beneficial gasification processes. BG&E currently has 3 contracts (Georgia Power Company, The City of Tallahassee and Progress Energy of Florida)to provide biomass generated electricity, pipeline gas and hydrogen to the Florida State University Research Labs.
