--- Sacramento Municipal Utility District (SMUD) plans to release a second 2008 Request for Offers (RFO) of renewable energy for power purchase agreements (PPA) and/or ownership options.

The August 2008 RFO will solicit offers for PPAs and ownership options of California RPS eligible conventional and emerging  renewables, which include resources such as wind, geothermal, small hydroelectric, landfill gas, biomass, biodiesel, biogas injected into natural gas pipeline, ocean thermal, ocean wave, tidal current, PV, and solar thermal. SMUD will also accept letters of interest for Tradable Renewable Energy Credits (TRECs) in anticipation of a decision by the California Public Utilities Commission to accept TRECs for RPS compliance.

Interested parties can download the RFO documents from SMUD’s Electronic Bid Solicitation System (EBSS) Web site at http://www.bids.smud.org when it becomes available. Registration to the EBSS site is required to access the documents.

Proposals will be due in late October 2008.

 

--- Public Service Company of New Mexico (PNM) has issued a request for proposals (RFP) for renewable energy projects that will decrease its dependence on fossil fuels and help it meet the states renewable electricity standard (RES). Renewable energy sources can be available beginning in 2009 and no later than 2011. The RFP is seeking multiple proposals for wind, solar, geothermal, and biofuel that will help PNM achieve a fully diversified portfolio.

PNM will consider offers for asset purchases, purchase power agreements, renewable fuels, or other arrangements. PNM will not consider offers for RECs without the associated energy.

Non-Mandatory Pre-Bid Conference is July 30, 2008 ; Notice of Intent is August 1, 2008; Deadline for submissions is Oct. 15, 2008.

--- Dayton Power & Light Company (DP&L), of Ohio and a subsidiary of DPL Inc., has issued a request for proposals (RFP) for renewable energy resources. DP&L is seeking a minimum of 38,000 megawatt-hours (MWh) of energy from renewable energy resources by the end of 2009. Six hundred twenty five (625) MWh of this energy is to include solar photovoltaic or solar thermal energy.

In selecting bids, DP&L will consider the requirement that at least 50% of its renewable energy come from within the state. Renewable energy resources include wind, solar, hydro, geothermal, and fuel derived from solid waste. The deadline for submissions is September 12, 2008.

--- The U.S. Department of Energy requests proposals for Federal Loan Guarantees for Projects that Employ Innovative Energy Efficiency, Renewable Energy, and Advanced Transmission and Distribution Technologies.  DOE seeks projects related to biomass, geothermal, solar, wind energy, hydropower, alternative fuel vehicles, energy efficiency, energy efficient building technologies and efficient electricity transmission, distribution, and storage.  DOE intends to issue loan guarantees for stand-alone projects and projects related to manufacturing technologies and the large-scale integration of renewable energy, energy efficiency, and energy storage technologies into the electrical grid.  $10 billion expected to be available.  The guarantees can be issued for loans of up to 80% of total project cost. Applications due 12/31/08.

--- The U.S. Department of Transportation requests proposals for Research Hybrid Fuel Technology Transit System, for projects to demonstrate, in revenue service, small transit vehicles (less than 30 feet) employing a hybrid propulsion system.  $241K expected to be available.

--- The U.S. Agency for International Development requests proposals for Public-Private Alliances Related to Methane to Markets Partnership. This Partnership is an international initiative that focuses on advancing cost-effective, near-term methane recovery and use as a clean energy source.  Targeted methane sources include: Landfills, livestock and agricultural wastes, underground coal mines, and natural gas and oil systems.  Partnership countries include:  Brazil, Colombia, Ecuador, India, Mexico, Nigeria, Russia, Ukraine, and Vietnam.  Responses due 9/30/08.

--- The New York State Department of Transportation and the New York State Energy Research and Development Authority request proposals for Sustainable Transportation Systems.  This program will support development or demonstration strategies and commercial technologies that have the potential of reducing greenhouse gas emissions and the consumption of petroleum by reducing vehicle miles traveled (VMT) in New York State.  Proposals will also be accepted for improving the efficiency and/or economics of inherently-low VMT modes of transportation (mass transit, freight rail).  $1.5 million expected to be available, responses due 9/16/08.

--- The New York State Energy Research and Development Authority requests proposals for Distributed Generation as Combined Heat and Power. Areas of interest include:  Demonstration of DG-CHP systems at facilities in NY; Recommissioning Studies to revisit qualifying, existing, NYSERDA-funded DG-CHP installations; and Technology Transfer Studies to broaden the market penetration of DG-CHP systems in NY. $25 million expected to be available, individual awards NTE $4 million.  Responses due 8/14/08, 12/11/08 and 4/16/09.

--- The New York State Energy Research and Development Authority requests proposals for Early Stage Support for Developers of Renewable and Clean Energy Technologies.  Though this initiative, NYSERDA seeks to create sustainable support networks and infrastructure for early stage renewable and clean energy technology companies and entrepreneurs and provide them with critical opportunities to facilitate partnerships and develop or market products.  $5.77 million expected to be available, individual awards NTE $1.5 million.  Responses due 10/1/08.

--- Hawaiian Electric Co. has issued a request for proposals (RFP) for up to 100 MW of renewable energy to supply the island of Oahu’s power grid.

The company’s request for proposal (RFP) also allows bidders to submit larger proposals or subsequent phased increments for more renewable energy. In addition to the RFP, Hawaiian Electric is continuing discussions with other potential renewable energy providers who began working with the utility before the Hawaii Public Utilities Commission implemented its competitive bidding process in December 2006. --- The U.S. Department of the Air Force announces its intent to seek utility-grade renewable electric service from a photovoltaic power system for the Davis-Monthan AFB, AZ.  The minimum size array contemplated is 1 MW, with the maximum being up to the offeror as a business decision.  The RFP will be issued on or about 6/18/08. --- The U.S. Department of Energy requests proposals for Research, Development, and Demonstration of Fuel Cell Technologies for Automotive, Stationary, and Portable Power Applications.  Through this initiative, DOE seeks research that will lead to the development of cost-competitive and durable automotive, stationary, and portable fuel cell power systems.  Areas of interest include:  Catalyst Studies; Innovative Concepts; Fuel Cell Degradation Studies; Transport within the PEM Stack; Portable Power; Fuel Cell System Demonstrations; and Market Transformation Activities.  $130.5 million expected to be available, up to 54 awards anticipated (to be distributed between this RFP and the Lab Fuel Cell RFP below).  Responses due 8/27/08.
