DEFINE RENEWABLE.
The New York State Public Service Commission in its Recommended Decision has defined renewable energy that will comply with that state’s Renewable Portfolio Standard (RPS). Included in the Decision are wood-based sources of biomass, biogas from landfills, sewage and manure digestion along with fuel cells, hydroelectric, solar, tidal, and wind sources.
Absent from the list are plant, animal, and landfill-based sources of renewable, carbon-based biomass.
KeySpan Corporation, one of the state’s largest utilities, is fuming. They want a broader definition to include an organic process developed by Changing World Technologies (CWT). That technology turns animal waste and agricultural residue into a high grade oil and natural gas.
KeySpan also says that New York State will more be likely to meet its goal of 25 percent of power generated from renewables than if the decision is more inclusive.
