VICTORY IN DEFEAT.

By a slim margin a bill that could have been the turning point in action by the U.S. on global warming has been defeated in the U.S. Senate 55 -43. A few more hands raised, a few Senators convinced that global warming was real, manmade and would do damage to the country and elsewhere and a real political discussion over the issue would begin here.

Given the large number that voted in favor of the bill it was considered a victory. Sponsors Senators John McCain (R) and Joe Lieberman (D) promised to be back.

The bill would have forced power plants to cut their greenhouse gas emissions to 2000 levels by 2010.

The next occupant of the White House will be the first to force the issue into the halls of Congress and to the homes and industry of America.
