JAPAN HAS RATIFIED KYOTO.
Enough said. The U.S. hasn’t and won’t, though the Bush Administration now admits that global warming is caused mainly by humans and that greenhouse gas emissions will increase significantly over the next two decades - up 43 percent by 2020.
Canada should be the next to ratify. Russia by the end of the year.
